I think kids generally remain quite flexible until puberty when changes with hormones (especially increased testosterone) encourages increased muscle development.
However I do think that stretching (dynamic or static) should be taught early in a childs development, with a big emphasis on use of the correct technique. Therefore if a child already has good flexibilty routine pre-puberty, I would hope that hey would be able to decrease the risk of/severity of any growth and development conditions such as osgoods.
I look forward to hearing the other replies as the above is purely based on my opinion rather than any scientific evidence.

dynamic flexibility is been a bit of buzz phrase over the recent years. We have termed it dynamic warm up with movement drills being the core of the session. Dynamic flex can be safely done at any age if performed correctly. The idea is to take athletes through active ranges in athletic or movement specific positions such as lunges etc.
I would not advocate static stretching to young athletes if they are already in a good state. Growth of bone, muscle and other soft tissue, as well as the athletes preparation and quality of this preparation will determine how much and how effective the stretching will be.

Stretching extend the muscles and senes up to an hour after practise. So i think that stretching will be suitable for everyone. The reason that some people think it wont work on kids is that kids' bones are more soft than after puberty and bones often will adapt to muscles length.
