How to get a faster turn over in the shortest period of time?
turn over is to pretty much move faster( speed training )

I heard a good way to do this was to run down a long gentle slope. Like hill training in reverse. Doing reps down the hill but concentrate on quickening turnover not lengthening your stride

Running fast in a short period of time is exactly what is being asked. You have to run fast for short distances (2sets of 5x20, 5x30)with full recovery in between each set. The idea of this is that your strides start out short and then get longer as you move across the distance. So work on this part of acceleration at 85% to 95% focusing on turn over. I do agree with steadysteve as another way to get turnover but please be careful to not let your heel land first because 1. it slows you down like brakes. 2. it jars your knee, hips and lower back which could cause injury. The idea is gravity helps you move faster but your strides are quicker. Make sure your step is within your center of ravity and paw with the ball of your foot. Preneau

If reffering to leg speed i would suggest downhill sprints or being towed.
