How can I increase my speed by using ankle weights?

what you need to do for acceleration is start off with some short sprints about 40-50yrds to work on your starting speed do about 9 sets 3 days a week. another thing to do would be shuttle runs they work really well.

Note of caution;

Muscles learn speeds of contracts. So if you put ankles weights on = slower leg movements = slower you. If you keep doing this then your leg speed my decrease not increase.

Make sure you contrast the weighted runs with non-weighted runs. I.e. release the weights and do another sprint straight away meaning your legs will be going quicker again - which is what you're after I think.

my suguestion is to not actually run with the ankle weights because of the noted caution above and having that on your ankle increases the impact on your ankle and shin, my recommendation is to perform plyometrics on a padded floor or something that saves you from the impact
