Question:

Is there any way to regain function from a sprained ankle?

I sprained my ankle whilst attempting a kick (jump spin type-Martial Arts) before warm up. It's been a year; the pain's gone, but i still can't stretch it as much, balancing on that leg is a big problem and progression both in martial arts and dance is very much slowed down, since my ankle "fears" doing some moves.

Been thru the same situation. Left it unattended for many years, but this approach caused many problems. Because one ankle has lost range of movement, it has caused biomechanical problems for my whole left side.
Trying an Osteopath to try and separate the bones that have been sticking together. The whole ankle is loose and needs constant exercise. Suggest you don't leave it any longer to get it assessed. The Osteopath seems to know what he is talking about more than other practitioners, but time will tell whether it will help. Exercise physiologists seem to know a lot about these issues too.

You need to get yourself a bosu/wobble board and spend some time on it, not only are they great for improving balance but they can strengthen those stabiliser muscles around the joint.

The muscles around the joint can also be strengthened by standing on one leg and closing your eyes. Can be done anywhere anytime.

When such an injury first happen you need to apply the RICE Theory. Thats Rest, Ice Compression and Elevation for the first 24 to 48 hours.
Rest the injury and apply an ice pack (not directly to the skin). Keep the ice pack on there for about 15 minutes at a time and repeat every couple of hours. This is to try and stop the swelling. Also wrap a compression bandage to to injury again to try and stop the swelling. Once the injury has stabilised and there is no more swelling, gentle heat can be applied and light massage. This needs to be followed by rehabilitaion program. to rebuild the strength and stability back into the joint. Plus a stretching routine. I would recommend you visit a sports therapist
