Question:
Do you have to be born with running talent, or can it be learned
Most runners who are trained don't develop appreciable speed. That is why talented runners are recruited. Everyone runs with the correct science or they wouldn't be able to run at all, but nobody before me knew what that science was. If they knew the science they could be better than their natural talent would allow. What do you think the scientific technique is?

Well the best thing to be born with is the right muscle cell types - if God has given you that, then i think it is possible for you to develop the right running style by adjusting it afterwards. Ex. running on your toes. Some people are born with pronated feets and other with supinated - this you can't change. So I would say some things are possible and others are not !!

Everyone has a maximum potential to run as fast as they can. Some athletes potential is greater than others so could run faster. Natural ability alone does not always make the fastest runner. Athletes who have a high potential but dio not train to fully utilise their potential may run slower than an athlete whose maximum potential is slower but utilises a greater percentage of their maximum potential
An Analogy I use is based on a bucket. Physical potential is the bucket. The bigger the bucket, the bigger the potential. To utilise the potential, the bucket must be filled (training). The fuller the bucket, the greater the percentage of the potential be used. So ideally you would want a big bucket (physical potential - ability) filled to the top (training/skill)

If you are going to be the next 100m champ for example, then you are from your birth, if not then ( if you are with strong will)you might be distance champ.

There are a vast amount of runners that were born with the right genes and physical qualities that don't develop speed or many don't even run. The runner who wins a race does it with only one technique science. He/she drops the feet with a less reach ahead on average than the other runners in the race. Winning cannot be done with a longer reach ahead. Gravity is the only force that can move you forward. Try to take your first step without falling ahead of your foot to see what I mean. I discovered that over 20 years ago and copyrighted it. I found techniques that give you the ability to land off balance more than you could naturally. The slight reach ahead slows you and the reach behind makes you fall faster to gain the speed lost in the slow phase.

Bill Rodgers, the most famous runner wrote that running is not a technique sport like golf. He evidently didn't agree that the techniques he read about were worthwhile.
