Get more explosive. Dont spend time running 100/200 meters over and over again. Star of with short distance sprinting 10-50m sprints, practice form with 75% of max sprints.

Get stronger if you are not lifting especially correctly why not? Ditch the machines, get squating heavy to parallel or past it, perform single leg weighted movements and don't neglect your posterior chain. You are an explosive athlete so ditch the volume, nice and heavy.

Make sure you know how to lift properly, never be stupid in the gym and get someone good to teach you how to perform Olympic lifts. If you are going to perform plyometrics keep the volume down and read this http://rawgrip.com/Plyometrics.html

To get the best out of pre-season and mid season training, make sure you have a good off season. Make sure you are as fit as you can be without loosing too much speed. Long interval sessions (5-8 x 200m - 400m) and gym sessions with 3 sets of 8-10 reps per exercise have proven very effective for me.

The two previous answers had some helpful information. You will need to do both maximum speed workouts and speed endurance workouts. For maximum speed use about 20 meters to gradually gain speed, then go all out for about 30 meters-fully recover and repeat about 3 times adding a repeat each week-for about 4 or 5 weeks. Also sprinting full speed down a 3 to 5 degree decline 3 or 4 times once a week can kick in some maximum speed. For speed endurance vary doing 100 0r 150 meter repeats with a brisk walk back for recovery--starting with about 6 and adding a repeat each week. After about 4 or five weeks, do a race or time trial while recovering with half workouts, to see how you are progressing. Good training and God's Best to You!
