Question:

Best way to stretch upper fibers of glut max

A supine lower back twist (legs in tabletop position) helps somewhat....any other suggestions?
Is it potentially weak hip flexors as the cause?

I'm trying to imagine what you've been doing to get tight glutes? Surely by sitting down etc you are stretching quite a lot anyway,
It could be something to do with your sacro-illiac joint (judging from location). What core work do you do? I wonder if a weak general core, or lower back, could cause a feeling of tightness in your upper glutes.
I'd suggest a visit to your physio who will be able to better diagnose.

Lie prone on a table with one leg dangling off/on the floor, and use execute hip flexion to stretch the glutes.
