I am afraid that it is now generally accepted that you cannot spot reduce or selectively lose fat in specific areas by exercise, diet or a combination of both.
The distribution of your body fat is genetically determined and this means that you will have to drop overall body fat levels even though some areas carry more fat than others.

At only 13 yrs old, you cant really do any in depth workouts or gym exercises as your body is still developing. However, you might want to clean you diet up and get more active in such activities such as cycling, jogging, swimming, football etc.. For a diet try eating 6-7 smaller meals a day each consisting of protein, carbs and a little fat. Eat veggies and fruit as healthy snacks. For portion sizes, an easy guide is to use your hand. Protein size= size of palm, veggies=closed fist size)drink plenty of water throughout the day. If you want to do exercises then pressups, situps, bodyweight squats are the types you need forreps of about 15-30 (3 sets). Let me know if you want any more info. Best of luck and dont dispare, the weight will come off if you persivere.

It is peculiar that the original question you asked has been changed to something entirely different.
I am not sure why you didn't ask a follow up question or submit a fresh question.
