Have you considered resistant training? I.e running with parachutes? great way to improve speed in running, but if your on about speed of movement for things such as side stepping etc, consider some low intensity plyometrics, HOWEVER, you have to be careful with younger people doing this, thats why you should use very basic, low intensity ones. Just out of interest, what age range is your youth rugby squad?

You should take a look at the RFU website which has quite an extensive section on fitness training for youth players.

The link is:
www.rfu.com/TakingPart/Fitness.aspx

Essentially it states: "A player in his early teens should aim to develop a good level of general fitness. Then, as the player gets older, he should specialise in rugby-specific and later, position-specific fitness....."

Avoid specialising too early. I played with players who changed positions from when they were a youth player as their bodies were still developing.
