Should I get the surgery?

Hey everyone!
Im new to the sight. I just got back from visiting my knee surgeon and He has delivered some interesting options for me that im not sure what to do about.
I am a rather serious snowboarder, have been for about 11 years now. I am 20 years old. Since I was little I had instability in both of my knees. My knee caps would randomly dislocate. After one such dislocation my knee locked, due to the cartilage on my femur being 50% torn off and blocking my knee from moving. They then performed scoptic surgery to remove the tissue and poked holes in my femur to make scar tissue to replace the cartilage. six months later, I received the first of two fulkerson osteotomies. one on each knee. that went fairly well. now two years after the second fulkerson osteotomy. I am begining to get instability and pain again. Today the surgeon suggested more physio and getting new braces for both of my legs, which is going to be very expensive. ( I am a student, and its about 100 dollers per physio session, and 600- 900 for each brace) They want me to strengthen my quads. Thing is I have been doing this for two years and nothing has worked. So the new option is a Lateral release surgery, which may work, or could make it worse.
Im not sure which option I should take since I have mostly exhausted my efforts and my bank account with the non-surgical option...
any opinions would help.
